Only if bids are made within 24 hours of clicking the link.
There are lots of complex rules on these things, but the gist is:
1) Cookies expire after a given time
2) The last referrer before the sale gets the prizeIn the case of eBay, "Buy it now" transactions are only credited if the cookie was set within 24 hours.
So if you link through, watch something, and buy it 25 hours later... no revenue for the forum.
If you were to have clicked again, just before buying it... revenue for the forum.
Shops like Chain Reaction, Wiggle and Rapha give more realistic cookie expiration times, usually 30 days. eBay cookies are much shorter because the life of a product for sale is shorter.

eBay cookies are much shorter because it saves them millions of dollars per year in affiliate payments.

Imagine if there was an application that would sign the a forum up for any link that gets posted on a forum to capture the biggest amount of affiliate sales possible. If you were to integrate this in microcosm than you'd have not only an amazing product for users but also for the owners.
Or am I completely wrong about this?

There are such applications, and they take anywhere from 25% to 50% of the revenue.
And it involves enormous JavaScript libraries, that slow down the page loading of the site.
And because it is from a third party, you get a nice tracking cookie with it.
The questions to be asked are:
Would such a thing increase revenue greater than the amount it would cost considering we have a pretty optimised structure already?
How much would the slow-down in page loading affect the engagement leading to a descrease in revenue?
I've always found the answers to both of those meant it far better to sign up directly to affiliate schemes rather than use another intermediary.

Yes, it's session based.
Though there is a slight premium for each item linked, as secondary items added are usually paid at a lower rate.
Every program does things a slightly different way.
