I'm thinking about building something along those lines. On a cheaper frame of course. I would want mudguards though, and not metal ones, and that could be an issue.

You're limited to the plastic SKS in 26" as they don't make them in 650b.

I'd imagine* 700c guards would fit better than 26"?
*based on nothing but outer diameter for the tyre on the rim.

The great thing about disc specific mtb 650b is the weight of the wheel.
ZTR Crest stock wheelset weight a reasonable 1550g.
ZTR Podium go down as low as 1330g.
Meaning they make great road wheels with a 32mm Grand Bois Cypres (260g).

Perhaps not, the Surly's bottom bracket will likely to be too low for most people (72mm) as it's designed to run up to possibly 44mm tyres (it come with 41mm as standard).
Putting 650b, even with the 42mm will drop it quite significantly, having said that, my Oak have a big BB drop of 76mm (255mm from BB to tarmac, 10mm lower than a typical touring bike), so it's not the end of the world.

I know surly dropped the BB (and lengthened the TT a little) over the Crosscheck... as you say, neither is ideal for 650b (in theory).
There are a ton of OTP disc cross bikes with highish BBs, they seem ideal candidates for weirdo wheels and fat/light tyres.

A massive amount, the CC have 66mm BB drop, but the canti mount will have to be modified to run 650b.

Or just get a deep drop caliper.
Disc brakes, 650b with clearance for MTB tyres, S&S Coupling and a boring royal blue powdercoat.
