The black rubberised loop sits snug to a quill stem. That's too tight for an ahead stem.

The radius of the bend might be too small for your average A-head stem.

From what I can see of the rack, the head tube is irrelevant, I'm just talking about stereotypical stem design.

My girl friend needs a basket for her bike (ahead with pod shifts and risers).

Does anyone have any cheap and cheerful* recomendations?

I would add a front brake, replace the bullet light after it (inevitably) falls off with a less vulnerable unit, add front light, replace fenders with Esges and replace the grips with Ergons.
The way that rack is mounted at the lower stays seems to indicate it's for decorative use only. An integrated fork mount would be much more solid.

it looks like the rack is attached to the brake hole on the fork, so should be fine.
