If he's not governed by anti-doping rules (sportives, surely) then what's the problem?
Also, could it not be in his system for medical reasons? Since he's not riding Le Tour, etc I doubt he'd be too familiar with WADA's list.
I used to give EPO regularly to patients in kidney failure (one of kidneys functions is to help with red cell production) to avoid blood transfusions (means more foreign antibodies in blood which could affect getting transplants later on).
EPO may also be used more liberally in America for things like anaemia (means they can charge more from health insurance for expensive EPO compared to cheap iron tablets which they'd use here).
Or...he could just be a cheating cunt.

It's a dark world we live in if so.
The thing is, you'd do that to mask the fact that you're doping right up to the competition, rather that tailing off the juice in the run-up to it. So you'll still be secreting tell-tale stuff all the time - the longer you have the fake piss inside you, the more chance you'll get caught. That means you have to get the piss into the athletes at the last available moment - probably not prior to the race because you risk leaking too much giveaway stuff into the fake wee and getting busted anyway. So most likely was that they finished the race, ran to the changing room to get "cleaned up", shot up some clean piss and ran back out to get tested and pick up their bronze medal (if I recall, that's what the team who did that had won).
Yep, it's a dark world. But some people just HAVE to win. And if you want to compete against 16yr old Chinese swimmers who pull out a FIVE SECONDS FASTER THAN YOU'VE EVER DONE BEFORE swim, then you either have to accept coming first in the un-doped swimmers class (i.e. seventh) or join the rest of them who are doing a bit of the old "Lance Armstrong".

It's been around for years and years. Michel Pollentier was ejected from the Tour in 1978 whilst wearing the yellow jersey for attempting to use someone else's urine, held in a condom under his armpit, when dope tested.
Freddy Martens (who rode on the same team as Pollentier) referred to recatherising in his book in an oblique way, writing how he dealt with an unexpected dope test using a 'particularly painful method', IIRC.

Some of the big continental sportives have large cash prizes, and, when I was riding them (in non-competitive fashion, aiming to get gold standard times), did not have dope tests. Rumsas, after getting his ban from 'proper' races, rode the sportive circuit for a couple of years...

There's also an apocryphal story about a male cyclist being told after a urine test "great news: you're pregnant".
This method of cheating the control is exactly why testers are obliged to get samples from athletes in the nude, hence the move to catheterisation. A classic example of the cheaters finding a loop-hole in the testing regime, and exploiting it.
