I need to paint the top of my foot blue, maybe up to the lower-mid calf for a very important and stupid reason. I don't want to use face paint as this will come off and get all over stuff.
I have acrylic paint at home. Is this likely to make me unwell, or damage my skin? When you guys need to paint a section of your bodies in semi-permanent paint, what do you use? Could I just step in a tin of Dulux?

Take a bic pen, drain it of ink.
Set ink aside for later.
Take empty pen and, using the now dry nib, gouge small holes all over your leg.
While the leg is still wet, take a sponge and soak it well with the ink, and dab it all over the fenestrated portion of the leg, insuring good penetration in the holes.
If you were adroit in your hole placement the illusion of a nicely blued leg will be yours. Shoot for at least a 200 pixel per square inch count. -

I once painted my face and hands green with food colouring for a halloween thing. That worked quite well, but took a few days to fully wash off.

Try fabric paint. I used it in similar circumstances and it lasts well but washes off. Or it did for me anyway.
