Depends on how it was defrosted and how many times it has been defrosted and or reheated. Generally speaking unless there has been cross contamination the only food poisoning strain that you will get from chicken is salmonella which is pretty difficult to get if you are not; very old and frail, very young or have a suppressed immune system. So I would imagine that you would be pretty safe catfood, additionally if you heat the chicken thoroughly you will kill the majority of any bacteria that may be present.
However some foods you do need to be very careful about reheating, starchy foods like rice should only be cooked and reheated once, even then you should cool it as quickly as possible and be careful to reheat it quickly as the type of bacteria that will give you food poisoning in it is a spore and therefore cannot be killed be the type of heat that you will need to give in order to reheat it. This may be the cause of the confusion in your office.
