I need to get some gear outer cable and some brake outer cable, but only a little of each. Can I buy one and use it for both? which should I get, gear or brake?

If it's only the outer you should be fine.
Brake cable is thicker than gear cable... so just in case there is a difference get brake outer bc it would be wider.

If you're happy with the fork, headset and seatpost, you're only paying £100 for the bare frame, so yes.

Have a look at Odyssey Slic cable, and Goodridge compressionless brake cable.
Both of these are of the longitudinal fibre type, rather than the coiled spring variety.
The issue with using something like SIS cable is that (I am conjecturing here) it's narrower, so the chance of snapping it is greater.
Brake cable housing is, normally, pretty shit, it benefits from being changed to the same type as gear housing, albeit you need it to be of a larger gauge to accomodate the thicker cable.
