When making crumble (rhubarb) - base below the fruit or no base, just crumble on top?

This is what I think, but I keep finding recipes with base. Confusing. Surely that makes it a crumble topped pie?

yup - that's just wrong - maybe an Americanism? Although I think they call it a cobbler.
