Rapha long sleeve merino baselayer. Assos tiburu jacket and get the Rapha wind jacket in the sale now as a third layer. And Rapha buff and a merino and a winter hat, should all be cheap in the sale soon. That should do it for anything where the lanes are not an imminent danger of black ice and you bleeding to death.
Get the Rapha rain jacket instead of the wind if you spend a day or night with the odd hours of rain. The softshell I wore only once last January on the hilly 200 were it was very advisable to stay on the main roads because lanes had very bad frost in the morning. So you couldn't really use that at night because you would crash badly or overheat.

Mind you in weather like this I have the 3/4 cross bibs and thights as well which are warm.

Not the hardshell unless its constantly raining and below about 5 deg, which isnt often i found. Got rid of mine.

I have posh long and short sleeve merino base layers already. That's one area of clothing I've actually spent decent money on in the last 5 years.

"it packs down small enough to fit into a jersey pocket." = useful, but if I'm wearing a jacket for the whole ride because it's 5degC all day and night..Well, if there's black ice risk I'll not be out or I'll be riding very cautiously. It's a bit tricky to choose something if you are alone for 24hrs+. I guess the main thing is whatever I get it has to keep me warm. Being wet doesn't matter if I'm warm.

If you're not going to take it off. My favourite would be a Neoshell jacket. It's softshell type jacket with the water repellency built into the fabric. Not from a coating. It's basically a very dense fleece.
Both sportful and Louis garneau do one.

Current jacket (old Campag with poor man's GoreTex) is on its last legs. Intending to replace it with a Gabba (for longer, definitely wet rides) and also with another packable, lightweight rain jacket for commuting and for forthcoming tours (in summer, where I'll be trying to pack minimal kit).
Would like something non-flappy but also non-shouty/non-fluro. What sort of thing should I be considering?
Have looked at various Rapha offerings and I like the look of the PT Race Cape, assuming a new one without the data print is released. Rain Jacket is also interesting.
Not sure how packable various gore options are?
Wondering if it's better to look at a non-cycling specific manufacturer for something that's a bit more casual or tour friendly?

Touched one of these in the states...unbelievably light. Feels like just the gore-tex lining with a rubberised coating on the exterior basically.

Just tried on the gore one jacket in Evans. Size was a bit off for me (needed a large, which left me with about 4" of spare sleeve) so decided to pass. I'm excited for when gore bring out more products with this fabric, though. It was very light and looked smart too.
FWIW it was the Evans in Edinburgh and they have a large in stock even though it's not on their website. Just in case anyone is hunting.

Didn't realise you still had this. I just placed an order for one in medium - could cancel if you're still needing rid of it?
I was riding snow trails up a mountain last night. Was warm enough. Thin merino Base, gabba, and brevet gilet.
I'd do unspeakable things for a pair of overshoes though.
