It's a little puzzling, but a 28mm tyres in 19mm internal width would have a similar shape to a 23mm tyres in 13mm internal width.
Put a 23mm on a 19mm internal width and it'll be shorter.

Can anyone recommend a tough, low profile rim for me to rebuild archaic steel Langster wheels with? I was thinking TB14s, but not sure if they're strong enough.
32/36 rim count and thinking about racks on 30/32 tyres, so they've got to be able to stand up to abuse.

I am looking for a decent disc wheelset, not too heavy, pretty entry level though. I'd like to have it for my CDF as a "road, unloaded" use. I was looking at a pair of DT Swiss R24 disc, 19mm wide rim and they seem to come as default on many of those cx/gravel bikes that are on fashion nowadays.
Is it a good idea? They seem pretty good value for the price and the idea is to have them as winter wheels as well so the less fancy, the better.

Ah, I forgot to specify that they'd be for disc brakes, so the Fulcrum looks as a non option, unless I am missing a specific disc version.

I'm very happy with my Kinesis Crosslight wheelset. Cheapish, 1555gr claimed weight, 24mm width, handled lots of unpaved and paved paths without going out of true.

Bought some DT r460 rims from Germany on eBay. Stupidly cheap for a wide, well made rim made by DT - I think it worked out as £46 for the pair (including post). Will be laced to some 24h hope hubs... Will report back on what the rims are like.

They're for the nice bike, replacing the rovals. I just wanted something round, light, with a wide rim, that won't cost the earth. Will still be doing the bulk of my riding on 32h.

Yeah but, this way I have proper rims made by DT, hubs by Hope and built by my favourite ginger, bearded wheel wizard - rather than a bunch of rebranded import stuff built by who-knows-who. I'm getting the hubs for £100, so the whole thing will probably cost me ~£220 including some fancy-ish spokes

This diagram from HED is puzzling:
A 25mm tyre on a wide rim is taller as well as wider, despite running lower pressure?
I suppose the pressure is implied by the larger volume, but I'm surprised tyres stretch that much.
Flo's diagram is more what I expect. They can't both be right :s
