Grayling asked by Cambridge MP to defend his comment 'cycle lanes cause problems for road users' and consequently clarify who 'road users' are. Responds by saying that "where you have cycle lanes, cyclists are the users of cycle lanes and theres a road alongside the motorists and road users are the users of the road".

Grayling faced criticism in December after footage was passed to the Guardian showing the incident in which his door knocked over cyclist Jaiqi Liu.
While Grayling did check with Liu to see if he was OK, he did not offer his details. He was only identified after another cyclist, whose on-bike camera filmed the incident, recognised the minister from coverage of the interview where he complained about bike lanes.
Ian Austin, another Labour MP, wrote to Grayling’s department asking why he did not pass his details to Liu.
The answer, from junior transport minister Andrew Jones, said: “This was an unfortunate accident. My Rt Hon friend the secretary of state got out of the car, checked the cyclist was okay and waited until he was back on his feet.
“He spoke to the cyclist and apologised; they shook hands. No details were requested at the time by either party. The secretary of state has since been in contact with the cyclist and the matter is closed.”

It's possible the stress of the situation caused some sort of amnesia which would explain the failure to report it. Could happen to anyone.

The law is - if there is an injury to another person caused by a motor vehicle who is not being carried in that vehicle then the driver must stop and exchange details with said injured party or someone acting on their behalf. If Grayling was driving he needed to stop and do that if whoever was driving didn't stop (etc) then they commit the offence. I couldn't view Graylings incident so I can't comment further on that.
Your second post regarding damage to you vehicle until said driver has failed to report the incident to Police (up to 24 hours after) he has not committed an offence, technically. He could say it happened in a bad area so he feared for his safety if he hung around but if he makes it in 24 hrs he's good enough. It never ever counts with an injury as there's no reporting it later allowed. As your policewoman said he might be coming back so they would not go and knock on his door until he truly has failed the 24 hrs bit. -

The apprenticeships idea is perhaps a lot better, you see some big outlets like IBM offering these as well. Many companies seem to complain IT skills aren't suitable/they don't have enough people studying IT.
