At 100 mph that's only about 3 minutes isn't it? The driver would have to reach the same speed, pull alongside, or stay close behind them and communicate to the speeding driver that they should pull over. And do all that without causing any extra danger to anyone else on the road. Seems a reasonable amount of time to me.

Or they were just waiting for him to go over 100 with the incentive of having another car pacing him so he wasn't the fastest car on the road.

They've also got to consider a safe spot to pull them over
