Put the wheel in the other way round. If it's a problem with the wheel / hub then won't it pull the rim to the other seatstay, if not I guess it's the frame.
Perhaps you can get your frame trued - never done it and I think it's a pretty brutal method.

measure the distance from the seatstay to the rim on both sides, same with distance from chainstay to the rim and trackend to the hub flange. If its different, frame not straight.

not causing problems, but the lfgss sticker placement looks off because of the wheel and that is obviously more important that frame alignement and being able to cycle in a straight line.

I'd guess your wheel is incorrectly dished so when you line it up at the chainstays the axle isn't perpendicular to the dropouts...
Have you checked it using someone else's wheel, slammed right forwards in both dropouts?

I would love to know how would a slightly offset rear wheel will have an effect with riding without hand on the handlebar, how did you come to that conclusion?
