Axle? The wheel axle? It is a 700c fork, i that is what you are asking?

Not all 700c forks are the same length.
If your fork is too long it'll cause the large gap you've mentioned (and slightly slacken the head angle).
If I were you I'd not mess too much with the rake in the name of aesthetics, you'll f*ck up the steering.

Found this old 1973 Raleigh Super Course TT – "tubular tyres" edition – a few years ago. In the trash, covered in black spraypaint, generally a mess. Finally got around to fixing it up. Wanted to build a complete freecycle bike but realised I needed to spend a little money to have it look somewhat nice. I was still on a budget but I think it is coming along. Not quite complete, but getting there:
These photos were before I even took it for its first ride. So the seat and stem have been adjusted to fit, up and down, respectively.
Paint is clearance automotive spray paint from the local auto shop. Needed to do a better base and topcoat though, already chipped in a couple spots.
Freecycled bits:

It obviously needs a new fork. But a zero rake carbon fork, under 60 quid is impossible to find, so it will have to wait. Please do comment on the rest...

still needs tweeking and a few replacements, but getting there

I offered the guy a price which I feel that seatpost is worth, he found out it was ti and asked for a fair bit more. I stand by my offer and still wouldn't mind it, but wont offer more.

I think something like that. I didn't realise it way Ti. I saw the complete bike on ebay and was tempted but local pickup put me off. The buyer split and put it up for sale on here, I tried to give some advice as to what I thought stuff was worth and said I wouldn't mind the seatpost (as it was silver version of mine).
But it's moot, they guy ain't done nothing wrong. I just wont spend anymore. Tight bastard that I am.

Have finally got my Raleigh Twenty home. I've got a feeling it's going to end up being a major project that drags me into a quagmire for years and years. It looks wicked fun, though. It's also my first project so I get all the fun of vintage builds without knowing a single thing about bikes beforehand!
The forks are mangled after (what looks like) being run over by a car, so those will be the first thing to replace. It looks like it's going to be an interesting challenge as whatever forks go on the thing, they're going to need a longer steerer tube. However long you're thinking, then much longer. Like a giraffe steerer tube. After a bit of googling it seems that the easiest thing to find that would fit and that is also light is a BMX fork but most of the extenders I can find for threadless setups are those hideous clamp-on things that sit on the outside of the tube: http://www.cyclesuk.com/product/Stem_Raiser_2009_GNJ002B?utm_source=merchant&utm_medium=google&utm_campaign=products Honestly? it's ghastly. There's got to be a better option? People seem to be advising going threaded and using a super-long quill, but where the hell do you get super-long quills? Where for that matter would you get a threaded 20" fork in this day and age?
What would you guys do?
The super longest stem you can get is a Nitto Technomic, Spa Cycles do them, but they are an eye watering £50. make sure you need one first, it will depend on the bars you use and the position you want, with my bull bars I can get away with using a standard length stem, although they are raised up for a bit more comfort in this photo.
Good luck with it though, it is a major project, troublesome areas include Raleigh spec BBs, steerers and headsets, sufficiently long rear brake calipers.
