Ok let me explain myself
To me, and i guess, to some more folks on this forum, building your bike with modern campagnolo pista cranks and 60ies to 80ies campagnolo recorc/super recorcd/nuovo record hubs would be very similar to buildibg itupwith sugino75s and vintage gipiemme hubs
Catch my drift?Catch your drift. Only reason i opted my modern chainset is after i read reviews on the older pista cranks.
Your thought had crossed my own mind though.

Started on my Van Nicholas Yukon build last night, kitted out with 105.
Velocity A23 rims (which are lovely I might add) on Miche Primato hubs, equally as nice.
Excuse the phone picture I'll take some decent ones tonight and replace.
This is going to be my bike for everything since I no longer own a fixed gear (ouch my knees) commuting, club runs, audax. Can't wait to have it built up and get out on it.

Does anyone know which shop I can go to that will be able to grind/cut out an old rivnut/Nutsert and install a new one for me?

If the old ones are loose it may be possible to pull them up again with a nut setting tool.
I have such a tool.Alternatively you are probably best leaving the old ones in and getting new ones placed just above/below the original ones.

@Agustin, sliver, no doubt.. Black spokes only look good on all black wheelbuilds IMO..

I really don't want to make any new ones, and I would have a go at re-tightening it myself, just there's a bolt already stuck in the fitting so I can't. I imagine that if I could cut off the outer, the inner will just fall out and leave a hole ready for a new nut.. no? Although i can't fit a blade in the tiny gap, and i don't want to bork the frame up any more..
Just thinking, if they made the profile of the inside part square, then you could shove a post down the tube, with a notch in it, and hold it in position from the inside.. unfortunately I can see down the seat-tube and its round.

I fix lots of these on frames recently ,if you can reset the old ones like mentioned above do so .On new ones I always smear some epoxy on the nut to hold it tight when it sets

Maybe it can be drilled out?You can drill the bolt out, if it stays still and does not rotate with the drill.
Is the nutsert loose or is it just a stuck bolt?.
If you can get the bolt out, it may and I stress may be possible to drill out the nutsert and fit a new one.
The tolerances for the hole sizes for nutserts are reasonably tight hence my stressing the may part. The hole for the existing nutsert will already be oversize if the nutsert is loose. But most likely worth a try.Do you know a good tig welder?, I would be tempted to put some small weld tacks on the nutsert.

Both a loose nutsert and a bolt in place..
I'm considering just glueing it down and leaving it.. irritating though! :(

Glue it down for now. It you have a pair of pointy nosed pliers they should be small enough to hold it while you drill, probably best if someone else holds the pliers. Or a small set of molegrips. Another possibility is to superglue it in place, remover the bolt then drill out the insert. the glue should be enough to hold the inset in place if you have a sharp drill bit.

I reckon i'm gonna glue it down, try to remove (unscrew) the bolt, then if it works, re-tighten the nutsert/rivnut whatever its actually called. If it doesn't work i'll just leave it glued and htfu.

It obviously needs a new fork. But a zero rake carbon fork, under 60 quid is impossible to find, so it will have to wait. Please do comment on the rest...

My headtube is 1"
I might want some amount of rake, but the head tube angle is a bit strange, so a fork with 'normal' rake creates a big gap between front wheel and down tube

Surely having the thing steer properly is the priority.
It won't have been designed for a zero rake fork. Only speedway and a few trick bikes are AFAIK.
New project i'm working on:
Unknown french made frame, not a Guerciotti unfortunately..
So far I've mounted a Dura Ace crankset, Shimano 600 seatpost and Chris King headset.
I also just bought a pair of black Victoire hubs (http://www.victoire-cycles.com/hubs/rear-hub.html) and Mavic Open Pro CD rims.. the big doubt I have is should I lace them up with black or silver spokes? I like better black but I'm afraid it'll look too fixie.. what do you guys think?
