Oddly enough, most of the Keirin frame have the right sizing for me without going full custom, the downside is that its pretty expensive for a second hand frame because of it's NJS magic that make you dribble with gee.

what do people have to advise.

- reliable
whether it's a kick back, 2 speed, 8 speed, 3 speed, coaster brake, bar mounter shifter, drum brake, rim brake, i don't care. I just want cheap and reliable.

Any hubs will be cheap and reliable.
The cheap and reliable one with be the SA 2 speed kickback (or go for the non coaster, which is easier to deal with), or SA 3 speed If you want a bit more range despite requiring cable and shifter.
The other thing worth mentioning is that in order to change gear, you need to stop pedalling, otherwise it'll likely to wear out.

My chest is rather shorts, which luckily doesn't look out of proportion to the untrained eyes.

Yeah agreed, it's a bit of a trial by error really, stem was only a few quid on the bay so will be changing it to a 90 or a 100 soon.

Built my Peugeot with a very old 3-sp Sturmey Archer AW hub which I've had for years (they can be found very cheap on ebay or bike recycle places), and another £50 for LBS to build Mavic Open Sport with DT spokes. So mine was £50 + another £10 or so for a new indicator chain, sprocket and cable clamp.
For a shifter I just use a normal friction downtube shifter, I find them more reliable and easier to use than the nasty SA trigger-shifters. I imagine that an old non-indexed gripshifter from a cheap mountain bike would work too, if you've got one lying around.
Like ed says though, don't shift when pedalling or you'll pull the cable clamp apart (done it twice now...)

I'd say the raw Goldsprint or a Gromada. I'm in love with that Gromada diagonal brake bridge though. I want it bad.

Really must post a pic of my repaired goeffrey butler now it's almost built. Need to get a suitable seatpost for it than the aero one on there now: I haz a fluted one thats awaiting bench polishing ... Can't decide, Unicanitor or Brooks for it: early 70s 531SL track iron with chroming...nuknow: you know that lovely track bike you posted recently, that had a Black broooks professional on it: had it been trimmed a little on the front and back ends? It looked really nice.
