It happens when I am out of seat.
Ah, then the problem is caused by the enormously excessive trail combined with a very slack head angle, which means the front of the bike drops when the wheel turns - you have gravity fighting against the castor. Fortunately, there was something just as unpleasant up thread which had a 650 fork and wheel on a lo pro designed for 700, so you need to get together with the owner of that bike and do a swap. Then, when order has been restored to the universe, seriously dude, get rid of this bike and buy something which fits. There is no shame in admitting that you have neither the suppleness nor the skillz to ride a real man's lo pro.

Yes, you are right. There is a huge trail with a 700c wheel and a very slack head angle. I already look at it. In the flats this is not a problem, but climbing out of seat it wobbles more the front wheel.

I didn't say the geometry wasn't important, but the type of used tubing also has an effect on how a bike handles. Two bikes with the same geometry, one made from gas pipe tubing and another made from a high end steel tubeset would have very different handling characteristics, especially when climbing, descending or sprinting.

I will test it with the new set up in order to know how its feel. Using 650c wheel will require a very high riser and it also will look awful. The good thing in a 700c wheel at front is that the BB height is very high even in comparison to a track frame. It is almost impossible cranks hit the ground.
If you don't think this bike looks awful, you need an eye test.

This is not a porn bike, the frame looks gorgeous but you, yes you, have turned it into a piece of shit. Step away from bike building, buy an OTP, and give the frame away to someone who actually cares about bicycles.

Alternatively, buy/get these parts*:
Original front wheel
Original front forks
Silver quill stem, non adjustable, something like this:Normal, STRAIGHT seat post, silver ali again, preferably.
Proper bars, like these:
And, of course, a brake lever to match.
Tighten the chain
*Disclaimer, not original, by any stretch, but will make it better than it is at the moment...
