I remember seeing a race where there's road bicycle with suspension fork a while ago from the 80's, was that quite common back then after the introduction of suspension fork?

Greg Le Mond, in fact i think he had a full sus road bike.......rock shock mag 21's, i have a set sat in my workshop right now.

I suspec t more to do with that most of the race is actually on smooth tarmac, only certain sections are on cobbles. The roads are very narrow, making it difficult to get to a team car to change bikes. Though I believe a lot of the riders run 25s.
