I think that you can get most of the "premium" hubs in low flange (i.e. Dura Ace, Royce) but they won't be significantly cheaper than Phils.
Might not be what you want to hear, but you could always run a road hub at the front and a MTB disc hub with a bolt on cog at the back.

..or you could try your luck at a jumble sale (tomorrow?) for some vitage track hubs. Many came in low flange (but 32/40 hole), expect to still pay 20-40 for a pair

The Macks are pretty dope. Was looking at some after the drag sprint on friday, on conservative_values' woodrup. Fat straight barrel. Nice.
Look out for some Mavic 500s. But they'll cost ya.

Condor's hubs are IRO, I wonder if they have low flange too?
netherless the Miche lowflange are great hubs, the best of all miche hubs frankly.
