No, I'm not sure. It kind of looked like him. He seemed quite tall and his bike had a massive head tube, but it could have been someone else. I didn't really get any other details, obviously I was going too fast :p

Are you 100% sure they only had one means of braking?
Well, he had no rear brake, one lever and it was a SS freewheel bike. The rear hub was way too small to be a coaster brake. So I'm fairly sure. This person also seemed to alternate between coasting and pedalling every 25m or so.
Anyway, lets leave this thread for Spotting.
I just whizzed past a group of ten or so fairly forumengy people with bikes on Camberwell Green. Didn't recognise any faces...

Just figured that if somebody rides their bike in a way that is unpredictable to other road users and pedestrians it might be a good idea to have two methods of braking. You know, just in case you won't have the book thrown at you for riding illegally after a collison.
