those tyres look awesome! and i could be wrong but i imagine there is a brazed on stop to make the pump fit just there , i think it looks sweet anyway.

Why would you want the pump there? Absolutely ridiculous location! I imagine it would make it annoying to get a water bottle out and it's just asking to be caught on something, thus ripping the braze-on out.
I think it's more likely the pump is too short for the bike and it's just slipped down.
