Something I have been working on for way to long now. It is a Concorde Squadra frame built from Columbus Ego tubing. I built it up with a Campa Record Titanium groupset. I just need some proper wheels to finish it.

Self amalgamating silicone tape would be best, no adhesive at all and it forms a nice rubber sleeve over whatever you wrap in it.

Indeed, I notice it when I wrapped old tyres on my frame and it feel numb and solid, like riding on a gas pipe frame.
