If it were just about diameter, it would definitely work, as discussed a week or so ago, 26" tubes cover the full range of 26" sizes from 559 to 590, the cross section is more important, as 650c tends to be skinny tyres and 559 tends to be fat ones.

coming from Montreal in a few months to London. how bad is theft in London. Will I need to put ball bearings in all the allen heads like people recommend in NYC or will my Kryptonite chain/American Lock and onguard bulldog mini u for the rear wheel be good enough?

Very narrow rims will suffer, wide ones have enough room for the bigger hole. Tube are cheap and rims are expensive, so there doesn't seem to be any point in taking the risk.

look up the relevant threads but i reckon with a decent combination of locks like this you should be okay. about the ball bearings- some people do it, some people dont.

Everyone should do it - some just like to fiddle with their bikes too much.
If you're planing on leaving your bike locked outside for any time longer than it takes to buy a slush puppie or some Amber Leaf, then you should invest in pitlocks, one big d-lock like Krypto Fahg, one secondary like mini-d or chain and perhaps either glue the ball bearings in or get a wire for your saddle.

Twenty odd years of cycling in London, never used more than one lock at a time, always had a quick release front wheel, never used ball bearings, 18 years as a courier freelocking outside buildings, never had a bike or a component stolen.
The risks are over stated: use a good lock and common sense. Some areas are worse than others, the longer you leave it the higher the risk, things like Brooks saddles attract thieves, etc etc.
650c are 571mm
26" are 559mm
