Seems to be spreading more outside of London, Edinburgh is already very bad, hear daily stories of theft, violence and vandalism taking place off back off a stolen mc or scooter. In Glasgow I think the potholes are too bad to enable it, you'd need fat tyred mopeds.
In seriousness though, there are efforts surfacing in Edinburgh that the force are trying, but not enough to stem to growth of it, personally avoid the place which is a shame. -

More on police chases--sadly a high figure of fatal casualties as a result of chases, although, relevant to this thread, no moped riders reported among them, if we assume that 'motorcyclist' doesn't refer to a moped rider (it may well do):
Forty-two people were killed in road traffic accidents involving the police in England and Wales last year, the highest number in more than a decade and the third highest on record.
Thirty deaths occurred during police pursuits, an increase of 13 on the previous year and the highest since 32 in 2005-06. That was the worst year on record for police-related road traffic accidents, with 48 deaths.
Twelve of the 2018-19 fatalities were drivers of vehicles being pursued, including one motorcyclist. Eight were passengers in the car being pursued, seven were the driver or passenger of a vehicle hit by the car being pursued, and three were pedestrians hit by the pursued vehicle.
Four people were killed when they were hit by police vehicles responding to an emergency call. Another death occurred when an unmarked police car responding to an emergency call collided with another vehicle.

The trend is now more common than moped snatches, which still happen but are far less frequent due in large part to the success of the Met's Operation Venice.
What do you think they wanted to do? Rob you? Or mindless violence?
