I think it's well established that the doping authorities in Spain are not really interested in testing Spanish athletes. Even when big names are caught, they get protected by mainstream Spanish politicians.
I was amazed when Samuel Sanchez was popped, but it seems that was a UCI targeted test rather than an out of competition Spanish anti-doping agency test.
