Interestingly a 27.2 carbon post which I have does fit, although it's tough getting it past the first section. The 27.2 Deda alluminium post gets stuck, however.
I could ream it to 27.2 - any potential downsides from that operation? Why would that be better than going for a 27.0 post?
And Adroit - would you like the 27.4 DA post?

Going for a 27.0 post would mean you may have to over tighten the clamp to hold it securely. The clamp lugs are known to crack.
No disadvantage to reaming that I can see. It sounds like that would sort it out.
Sadly I don't need a 27.4. post. I have a nos Quantum frame in the loft and the 27.4 I bought for that doesn't fit. I may be in the same boat! My other one has a 27.4 that fits perfectly. -

If wasn't such a nice frame i'd be tempted to wrap some 800 wet and dry around a smaller seat post and use it to clean the inside of the seat tube. Might be all needs. Maybe.
I have no idea of relevance but my CAAD 8 is very pick when it comes to posts. It is 27.2 but the thompson is a struggle past the first inch yet a condor post I have is easy fit.

I'm a bit concerned about the cracking - the period posts don't actually go down very far at all when at maximum height.

My old Langdale came with a 27.2 carbon post that was a tight fit. All other 27.2 posts including a Deda alli one only went in about an inch or so. I got a 27.0 post and it fell the whole way in and was nowhere near clamping tight. Got the tube reamed, happy days

It does seem wider below the upper part of the tube, as it were. I'll ream it.

It may just have a little oxidation build up. Especially as the carbon post fits. Reaming would fix this with minimal material removal it seems.
But the difference between fitting and not fitting may well be just a little Polish with some wet fine grit as TRA mentioned.

you can get a new base plate easily enough, I got some from St John St cycles, but you can also flatten them out with a bit of careful filing or emery cloth.

In which case I can confirm that the 27.4 post is 27.4, and the 27.2 post is 27.2.
As far as you can measure the ID of a seat tube it appears to be mainly 27.0.

Italian freewheel and headset threads are the same as British/ISO, except for the thread angle difference. They may be interchanged, but you should not go back-and-forth between Italian and British/ISO headsets.

Nah, should be japanese or american, really.
Nitto, maybe? Sakae medallion or custom are nice and tend to be cheap if hou can find them.
Have you not measured the ID with calipers?
