Guess I'd be looking at it as an alternative to some sort of steel Salsa/Kona expeditiony hardtail type thing

It has Crossmax wheels. AKA they just work about everywhere. Also bolt through.
It has a very ugly, but very functional headtube should you decide to bung a carbon fork in there.
Pretty sure those are hydros in the pic. Flat mount hydros.
I've tried cheap dropper recently on a fully loaded bike and I can comfortably say I'm a convert. Droppers are no longer BPW confined.Can you build something for cheaper? Sure. Was it beaten with the ugly stick. That as well.

I like to build a new touring bike and I'm looking for a frameset but I can't really find what I'm looking for... I'd love a velo orange camargue but they don't make these frames anymore. What I want; canti bosses, clearance for 700x2.0, 1 1/8" ahead, steel, long chainstays, long headtube. A 700c lht would work but I like something less boring... Does anyone have any recommendations? Do I need to go custom?

That's part of the clamp mechanism. Tilting the saddle this part moves up and down and then clamps on to the post. This way you can adjust fore-aft position and tilt separately
