Not really, although I'd take issue with the height recommendations - more like 5' 6" to 5' 9"? I'm 5' 11" and the smallest frame-size I'd go for is 55 cm.
Wouldn't bother mentioning wheel-size, just the seat-tube and top-tube measurements.

Okay thanks for the feedback, it's just that I'm 5'10" and they sent me this 52cm frame which fits me perfectly (standing feet flat on the floor there's about 2 or 3 inches between the top tube and my crotch.) But when I read about what frame height is suited for a 52cm frame many sites say it's for someone much smaller?

Standover height isn't really that useful for assessing fit.

Funny you should say that, because I went in there a few years back to ask about bikes and they were adamant that, at five foot eleven, I'd fit a 55, whereas I would have thought I could just have easily fitted a 58 (I'd normally go for 56/57). Maybe Condor bikes are 'undersized' slightly?
Ordinarily, though, I would have said a 52 was too small for someone of your stature, although a lot comes down to both personal preference and one's own proportions.

The stack and reach would tell you the 'true' size of their frames, if they provided it (they don't appear to).

Sorry for the delay. A 52cm is the correct size for you in that frame.
You might be looking up information on a different type of bicycle
frame to get the numbers you've found, without sounding a bit to
geeky, there is sloping and non-sloping. Non-sloping is a traditional
frame and the cross bar is horizontal with the ground and is general
4cm smaller than modern frames. So yes, you are correct if you were
getting a traditional geometry frame you would need a 58cm. -

I wouldn't worry too much about that. Yes, the top-tube slopes slightly, so the seat-tube is going to be shorter. (Incidentally, if you were to buy a 'classic' frame with a horizontal top-tube then, at 5 foot 10 inches, 58 cm would probably be too big; you would want 54/55/56.)
Advertise for people between 5' 7" and 5' 10" then?
