Oddly, that's not quite true, as a 'real' positive for abuse of anabolic steroids would have resulted in a much longer sentence. UCI seems to not be able to make a case, and has not even made clear to Betsema what the exact foul play was. So they could not extend the provisional six month ban, and she only received notice of that after almost 11 months.

Maybe there genuinely were mitigating factors? Without the facts, it's impossible to know. It's deeply unfortunate that the UCI sanctions process isn't as transparent as, for example, the UKAD one is, with all decisions published in full rather than simply a press release raising more questions than answers.
