I don't think the regulations prohibit custom parts where the general arrangement falls within the dimensional regulations and where custom details (angle, length) are a normal part of the ordering process and available to any customer.

Maybe, but also limited by regulations. Pace my previous comment, a super narrow base bar would probably have to be a separate listed approved component, and that's a lot of work for something which is only specifically useful for that one long distance time trial
