I believe that there are quite strict requirements for camera installs - a certain number of accidents in a set period type thing.

I warned about this exact thing to all the pro 20mph campaigners on this forum a while ago and was ridiculed for suggesting that such a thing might even be possible.

Reading that article it would make sense for me to get completely pissed off with it's ridiculousness, especially that last paragraph.
At the end of the day it's completely impossible to enforce, the Police don't even want to enforce it, it will all blow over and no one will care. But if the council want to buy me a £200 garmin so I can actually tell how fast I'm going then be my guest.

The council does not have the authority to impose speed limits on bicycles.
This would require a change in primary legislation.
Irrespective of the utter stupidity of listening to pedestrian complaints about the speed of bicyles on roadways.

That gives the local traffic authority powers to set speed limits on certain roads, for motor vehicles only.

That would be separate legislation - the Road Vehicles (Construction and Use) Regulations.

I don't see where that gives them the power to regulate cycles.
Section 6 gives Greater London local authorities power to make "Orders similar to traffic regulation orders" but subsection (5) says "No order under this section shall contain any provision for regulating the speed of vehicles on roads."
Section 81 sets the limit for motor vehicles on "restricted roads" to 30mph. Section 84 governs "Speed limits on roads other than restricted roads" and restricts itself to motor vehicles. S86 governs additional limits for non-car motor vehicles.

I don't think many pedestrians realise quite how quick 20mph is. Even if cyclists were limited to 20mph these same pedestrians would still complain that they were going too fast.
It's a bollox idea and it'll be dropped at some point in the near future. But not until it's been in the media long enough for people to think that there is a new 20mph speed limit for cyclists and be yet another thing to get frothed up about.

Interesting, although the Met has already said it won't (can't) enforce it for cars.
However, it would give PCSO's on operation Safeway type victim blaming initiatives another way of fining cyclists whilst letting motor vehicles speed past.
