There are winter bibs (usually full or 3/4) that designed to go over normal bibs which doesn't have padding, might be worth trying a size down to ensure a better fit.
Having said that, just get some with padding, if you don't like it after a while, you can just carefully removed the pads by cutting off the thread holding it.
Win/win.

Yes, I primarily ride in shorts. I have some bibs and winter bibs but I only wear them because they are there (I didn't buy them).
Shorts are quicker to get on and get off making pissing easier and sex with all the fans throwing themselves at me from the roadside during my training rides.
They're also far cheaper and when you're riding 7 days a week you need a few pairs of shorts!
I also don't find bibs more comfortable than shorts which is most people's reason for suggesting bibs.
