Showing my lack of knowledge here... With a rear spacing of 126mm, could I fit a standard road wheelset bought new from my local shop? I might be wrong but are most modern rear road wheels 130mm?

If you want a roadbike you can't build it with a modern 8-9-10.ect... speed wheel. The 126 mm speacing is for ...6-7speed bikes. I use this frame with a 130mm wheel, but that hub was a single speed hub, and on that you can change the spacing easily. But the 126mm is a standard too, you can easily buy those wheels. So the wheel spacing is depends, how many speeds you want/need.

I think you can easily put any road wheel into the fork ( I just tried with a new novatech and with a retro dura ace- both fit perfectly)

by the way, what's the weight? I assume it should be very light (brazed, low top tube, short headtube)
And what about the seatpost size?
