No, the suggestion was that I needed to come down to London on a different day to prove that I was safe on an outdoor non-wood track which is just like all the other outdoor non-wood tracks outside of London.
It's a stupid bit of ass-covering which is an obstruction to open participation.

To be fair to Emyr I think with his experience he could get away with it, there is some discretion involved at HH as far as I'm aware. I came back two years ago after 15 years off the track and was told I could just get up and race. So I did.
Absolutely. There's not much point in a blindly rigorous enforcement, although those with experience would ideally need to prove it.
My take on racing for those without ANY prior track experience (induction or otherwise) is that it's too dangerous. The crashfest that is the Dulwich inter schools comp is testament to that. It wouldn't bother me so much but when people are writing off our hire bikes it has an effect on the day-to-day running of the velodrome. Not to mention the nasty injuries.
If someone wants to promote and run a race event, they can choose to admit whoever they choose. However, if the event is run and/or overseen by HHV staff and includes bike hire, then there will be some requirement for rider experience.
