I have news from Pierre!
After seeing this thread and the pictures he confirms it is indeed a Plum Vainqueur
and added that it was built by their previous framebuilder, Roger De Rijcke, who was from Brussels. Any Belgians in the house with more info, please reply!!In regards to dating it and the tubing, he said it is around the 1980's so most likely Reynolds although he can't be 100%. It's quite light, however. More to come...

Just got another email.... 100% it's Reynolds 531. they never used anything else apparently.
Also regarding the paint:
These frames are all respray in this color for the wielerbond
He doesn't know who raced it, but it was a custom order from WBV in the '80s

I unwrapped a bit of cloth tape on the drops that came with the bike and revealed some 65-42 Cinelli Criterium bars
