What happens when you take the bearing out of the headtube and put it on the forks? Does it look/feel right?

It's really loose... You can slide it on and off really easily. Should that happen?
No, it should be very tight. Best advise would be to take it into your lbs and see what they say, Might be you're using the wrong race for the headset

I'm pretty sure all the mielecs with IHS were spec'd to 45/45 but the aplina headset is 45/36? This could be part of your problem

. Is the lower bearing housing (the cpcasing that goes in the bottom on the HT) supposed to be sunken into the tube, or poking out a bit? On my road bike , it's poking out a bit. Last post on the matter, more pics of mielecs!

The black bit: I might not have the headset on properly. The HT rubs on the circular metal bit.
That looks like the wrong crown race. Integrated headsets have a crown race that looks like this.

nope its a 45/45 alpina headset. had no issues whatsoever with that headset and alpina forks.. track champions take the 45/36 IHS alpina headsets

Have you used the compression ring as a crown race and the crown race as a compression ring?

you can get a hope headset from witstanleys for £48, just buy the two "halves" separate.
cane creek s2 for a bit cheaper at £20 at ribble, the bottom cup is inline with the fork on these as well so it looks seamless
and for really cheap: fsa th857 at witstanleys for £16, same spec as the orbit x, just a different name -

the others are sealed as well...
Or get your LBS to do it properly. That red ring shouldn't be able to slide under the crown race (circular metal bit) as it seems to on your photo.
