He's currently out. The race jury have been known to re-instate riders the following day before.
There is some dispute over the time, as King believes he didn't have a timing chip on the road bike he rode the stage on (it had been fitted to his TT bike). Unless the commissaires can prove his time by other means, that alone should be enough to allow him to start tomorrow in my opinion.

He was a victim of the Stage 1 crash, leaving him with a separated shoulder. He tried his TT bike this morning and the shoulder couldn't support his weight on the aerobars, so he chose to ride the stage on his road bike.
