Japanese sprint bikes do have steep seat tubes as far as I know.

That one looks like it might have a 650c front wheel it wasn't designed for. Looks quite nice though.

Don't remember the HED but I'm sure it's there as this picture says you're right about it being a real track bike.

Argon Electron is a kickass HHSB frame.
