yup.
when I used a cateye strada wireless the range on the sensor was so short that when I moved things to the rear triangle for boring winter turbo work, I had to mount the computer half way along the top tube to get signal. I assume this dude had done similar for a similar reason.

Japanese sprint bikes do have steep seat tubes as far as I know.
