What is the crack with the angle of the dropouts/ends and height of the stem?

I have seen them before.. and I don't like them. Makes a frame look unbalanced or like the fork isn't long enough. Obviously this can't be the case here as the ST is already pretty slack.

To my eye the stem looks like a 0deg so i doubt flipping would make much difference...
