I thought the legality was only an issue if this were a mass start road race as opposed to a mass start ITT (same as the TCR prior to it's migration to the flatlands) with rules against drafting and support and a rule requiring observance of local laws (same as the TCR...)

Was just surprised to see it on trackleaders. Not much UK bikepacking is, but thinking about it, that's off-road stuff, and due to the stupid laws regarding no racing on bridleways. Which doesn't apply in Scotland, thus HTR550 is on trackleaders.
