Gonna go all classic on you, and say Nero, stricly speaking he was an emperor not a dictator. Fiddled while Rome burned(actually it was the lyre), killed his mammy to re-enforce his hold on power, married his cousin, thought he was a god, proclaimed himself the greatest; actor, poet, playwrite and chariot racer in the empire. Survived three attempts to overthrow him each time murdering the leaders and other people. When he was eventually killed at 30 his last words were "what and artist dies with me"

I know it's obvious but Kim Jong-il's mine. He's not the maddest or the cruelest, but he's definitely the most deluded.

hugo chavez has won several free and and fair elections; unlike george bush, for example. I don't like his associating with mugabe et al but it is fatuous to call him a dictator.
