6'5" with a 72cm inside leg makes you a funny shape. I'm 6'2" with a lanky 92cm leg, and wouldn't look at a frame less than 62cm.
If it fits it will be a good bike. A Donovan built frame won't be duff. But a word of caution; don't go buying loads of stuff until you have the frame and some verniers. Getting brakes without knowing the brake drop is a bit of a risk, but should be ok. The ones you have indicated will need some judicious drilling/fitting/bodging/mis-matching of allen nuts to work, but do-able if the reach is right.
The seller seems to be muddled on what year it was made. WB7 for that frame is January 1987 (probably), unless they've missed out a number.
Good luck with it, and as the hayterzgonnahate suggest, UTFS a lot, it works.

Well, the current ride is a Boardman Urban Pro in a very generic "large" size - had to raise the seat a bit but it works fine! My last bike was a 22" which equals 48.6 or something very similar - 60cm will be huge.

48.6 would be suitable for someone who's 5'4 or under.

nice frame that, i had a raleigh in a 60 and im 6"2 and it was fine, just go with an upswept quill and youll get the height you need for the bars

Well, according to the boardman site, my bike is 54cm seat tube, 61.5 cm sloping top tube and 17.5cm headtube. Fits fine, certainly no discomfort and it goes like the clappers.

That because the boardman have a sloped top tube and not a horizontal one, measurement may varies between those two, if 61cm is the effective top tube length, then the Raleigh should fit you fine.

I think Multi Grooves is correct.
I am 6'-5'' and very flexible (palms flat when touching toes sort of thing!) and like my handlebars quite low. That frame has a 17cm headtube and would be too short for me.
You will need a lot of quill stem showing to get the bars at the right level.
IMO, you will need a 64/65cm frame with a 20cm+ headtube.
