Italy is not a nation and it barely functions as a state. Therefore it should forfeit all 7 places to London, which clearly is more of a nation & a state.

Personally I would say that the evolution of the nation state needed also an evolution from subjects (as were the denizens of any kingdom) to citizens. It was only by an increasing identification of the state with its peoples that the state was able to mobilize the citizen armies that were such a feature of the wars of the first half of the 20th Century.
Arguably, it was the states that were more identified with monarchies, the Hapsburgs & Romanovs whose armies fought poorly, as the soldiers, not being full citizens, were less well-motivated than the German, French & British armies.

If you are wondering, the UK is a sovereign state, whereas Scotland, Wales, England & Northern Ireland are regions within the state.
So, basically, Scotland is part of the UK, whether their polo-players like it or not, and can't have their own allocation?
As fun as this is, we really need to come to some decision about how to organise a qualification tournament or tournaments! Three weeks til train companies etc release their schedules/prices.

If Scotland had had the guts to split from England, then they'd get their own allocation. But they didnt. So tough.
The men and women of 1916 died so Ireland could have its own slots at the Euros.

If you want to discuss the evolution of the nation state and European wars you want to go back to at least the 16th century with the emergence of powerful monarchs with consolidated territory looking to secure and expand their rule (and chasing ever increasing global spoils).

Simplified difference: A nation does not have to be a state. Quebec is a nation. Canada is a state. A state does not need to be a nation. Czechoslovakia was not a nation. It was a state.
