Really looks like a scam site.
No support page, no contact address. In the T&Cs it lists a generic address in Plymouth, at the same address Google tells me there is also http://www.cogs-bikes.com/ but they too look dodgy as hell.
I'd steer clear.
Just seen this. I bought a few things from Cogs over Christmas as my Dad gave me a gift voucher for them. They are based under the MoneyCentre near the hideous Drake Circus shopping centre in Plymouth.
Nice chaps and good stuff, if a little understocked in sizes (only S and XL in gloves, bibs, jerseys, etc). I can't comment on Koo though. -

You could spec a figed-gear bike using a Spreadsheet on Google Drive and then buy the parts from CRC/Wiggle/Evans/Ribble/etc.

Many local bike shops and independent retailers will order in and price match everything and anything you want. For obvious reasons in stock frames and components may not include everything imaginable, hence you might have to wait a few weeks for your build to be completed.
Website offerings may be limited and not quite up-to-date, as this is a very time consuming process for a small operation, but don't be discouraged by this. Bring your requirements forward and ask what they can do for you; you'll be positively surprised.

For what it's worth, I totally agree with advice you've given, but building your own might not suit everybody. If you're not into the mechanics of things, and merely want to ride, I see no problem in using your local bike shop.

i'd like to big up Velosolo, ordered a BB and tool from them last night, got an email today saying they'd realised when boxing it up they'd overcharged me for postage and had just refunded the difference.
Can't think of any other retailers who would do that

They do that for everyone I think, at least everytime I ordered form them. Their ordering system adds £1 extra postage automatically and they take it off if it's not needed.
