Yes, to stop people registering solely to sell stuff. Part of the reason lfgss classifieds work is they are for trading inside the community. Often people trust each other due to this. There has been a spate of people joining and their first post is a for sale thread that contravenes the classifieds rules. If people have to go through the nursery period fewer of these threads occur, and it helps reduce spam.
