Except that the artefacts were almost certainly introduced when the frames were extracted from the video stream and saved as jpg, rather than being present in the original stream.

The artefacts suggest insufficient bytes provided for picture changes following keyframes, rather than insufficient bytes provided for the DCT of each frame.

It is actually more of a case of the PCR being duplicissimus-insufficient in the optometronic spectrum for PT calibrations.
