I nerged lynx once to call him an "argumentative twat" which was completely reasonable. I have withheld all other nergs even in the face of extreme provocation because I am a saintly patient type, and also because it's quicker to rep somebody than to nerg them because you don't need to switch to the other radio button.

Not really.
The undisputed best system for this stuff is slashdot.org
StackExchange is a simplified version of that, and what vBulletin has is more sophisticated than StackExchange but was then butchered by me to make it super-simple.
I actually think "Meh" is an important piece of feedback too... so I think that what should emerge is a +1, 0, -1 system.
But edscoble is right... the value is feedback. Now, making the feedback valuable is about reducing the bad noise in the system... not bad feedback, as that has value... but noise that stops people from hearing the signal.
I think actually using transparency would help here, as if these scores were visible... that on someone's profile you saw how generous they were to others, how communicative they were, and their standing from the perspective of others... then you start to build a good reason about why people would want to provide better signals to others... you encourage rewarding others positively without prohibiting the negative feedback where it's needed.

I think the best thing to do is change people attitude toward the reputation system, I liked getting feedback as it for example, allowed me to see what I've wrote that came out wrong and were able to correct it.
If I was reported, I wouldn't have known.

Half negs given have been for trade threads (admittedly some of these have been for people going on a spree and dredging 3 year old threads having just joined), other half for people trolling things like rider down or deliberately being dickbags. In all I don't think I've given out more than 10.

Wrongcog - negged for saying disinterested instead of uninterested and incorrect use of an apostrophe
Khornight - repeatedly negged for grammar
RPM - negged for saying the moon is a planet
GAG2 - negged for saying Daniel Craig is not attractive (he really took that to heart)

CYOA - negged for misuse of an apostrophe
Velocio - negged for talking like Tony Blair (the "do I think that is wrong? Yes I do" style of speaking)

The top 5 nergers:

#2 has actually had his profile deleted. But he's still on here with a new profile and if I merged the score of his old and new profile he'd actually be #1 with ~19k nerg points given out.
After the top 5 it drops off really fast... #5 gave out 113 neg reps, whereas #6 only gave out 35, and the number of neg reps quickly averages only 15 or so given for the rest of the top 100... the only difference is the effect of that score using the multipliers described earlier.
The whole rep system is broken, the only questions that linger are "What does fixed look like?", "Can it be fixed?", "Does the system bring any value to the community if it can't be fixed?".
There's a couple of massive negatives with it, and the touted positive reason isn't really working (to assist reputation within classifieds) because of how the distortion created by the top nergers.
Oh dear... and i just moved in with the ALMIGHTY TW2... crap...Can i beg for forgiveness right now???

When the top few hundred only average 15 nergs, and the top thousand only average 1 nerg, for the top 5 to all have exceeded 100 nergs (and be the only people that have done so) does show prolific nerging.
That the nergs are weighted, and score against the person receiving rep is what that chart shows... the sum of score subtracted as a result of the weighted nerging.
Actually that might be overstating things, looking back at my Nerg Archive.
Which is fairly easy as I've only dispensed 15 since I joined.
