Will weigh the Cross Check (and L's Trucker as it's closer to your size I think) later but the last time I weighed the CC it was 15-16kg with the Soma rack and other accessories, 650gram tyres and maybe water... I don't fully remember
Cross Check built as below (without Carradice, pouch, water) weighs 12.9kg
L's Trucker with Tubus Vega rear rack (not pictured) is 12.4kg
Mudguards on the Trucker look ridiculous as they originally covered 2" Marathon XRs and haven't been changed since switching to skinny 1.5s

Yep, it was a temporary fix while I'm trying to make my own rando-bag.
It's a Super C Audax with the dowel removed and the decaleur just slotted through the holes. Toe strap to secure to the head tube and secured at the front by looping the lid straps around the rack.
Was going to stitch some velcro straps under the bottom but needle on the sewing machine wasn't strong enough. May cut a couple of slits in the reinforcing panel instead, glue the edges and run webbing straps under the rack instead next time to make it a bit more accessible.

JB, this is for a commuter/possible tourer/audax/overnight ride
If that's what you're using it for, I wouldn't worry about weight. Wear out the stock parts and replace with cheap, tough components that will last.
You'll get stronger, save money and can be more confident about the bike on longer rides. The Talbot will ride amazing after 6 months pushing 20kg of bike around every day.

I remember I have to go to Decathlon because my companion have got the wrong inner tube, and it's a 30 miles round trip, in order to make it quick, I ditch all the luggage from the bike.
It felt really difficult getting out of the saddle as the bike feel very sensitive to the smallest feedback.

Why not just get a steel fork made for the Talbot and eyelets brazed on the rear?

Rogan to answer your above question - I haz some form of rack or mudguard on all of my bikes. I still shave my legs.

^^. I suggest exactly that to Rogan, custom Talbot fork to match frame with low rider (and low trail maybe) so the frame won't need to be brazed.
Bonus of low trail is that you can piles on the front and still retain that nimble handling to keep it from feeling like a sluggish tourer.

I dno i like the talbot as is, im leaning more towards a steel forked road bike i can put a front rack and bigxtop bag on rather than a fully fledged touring machine

Not really if the fork is steel, it have low rider.
Any bike can be a fast road bike as long it got the idea fork, hell it's cheaper getting a Thorn audax fork with low rider,55mm rake and 1 1/8 in black for £100.
Or the new soma one with 65mm rake.

Is the Soma one available yet?
Been thinking about a fork swap for the Cross Check, although I think if I do that I'd want one with a disc tab. Would save me buying and building 2 dynamo hubs...
Those CK headsets just scream 'stealthy'.
Levelling the rack will give the heels a little more leeway.
