Chop the top half off an old centre pull calliper arm and voilà.

Oh, and mount it with some of those conical washers you get on canti breaks so you can aim the light.
Edit: just had a closer look at the photo, I thought it was mounted to the rack, rather than the guard, but my method would work just as well here

Like the looks of them, and been contemplating ordering some. They are not Paselas though? Panaracer make tires for a number of brands including Grand Bois.
